Update from the standards telecon July 8: The group is considering whether this document is still pertinent, and may opt to instead focus on a replacement document. We await formal word from the group.

This document describes several options for building a topology distribution service. This work has moved on considerably since this document and it is no longer relevant.
For this reason this document can be removed.
