Description
There are compelling use cases for this. The restriction that %ES; not appear alone as a delimiter should be lifted, but only when the data format is not delimited - since there is nothing to scan for.
Section 12.2 language "ES must not appear as the only DFDL string literal in the property. It can only appear as a member of a list." should be dropped. This phrase appears in the description of the initiator property and the terminator property and for consistency should be dropped from both places. The later language about when ES and WSP* are
(There is no corresponding change for dfdl:separator, as that prohibits ES entirely and there is already suitable language there about restrictions on use of WSP* when scanning for delimiters.)
