Can an unordered sequence be empty

Spec says that a sequence can have empty content (as long as it is not the content of a complex type).
The implication is that this applies to both ordered and unordered sequences.
But an unordered sequence gets rewritten to a choice, which never allows empty content.
So is an empty unordered sequence allowed or not?

Agreed that because of the rewrite to a choice, a sequence with dfdl:sequenceKind 'unordered' that is empty is a schema definition error.
