The method 'jobCategories' should also be accessible outside of a jobSession

Description
Job categories can be set in job AND reservation templates.
Given one wants to know the appropriate job category for a reservation and does not know the valid job categories. Conforming the current specification, one has to open (or create) a job session to be able to call jobCategories on it.
Proposals to solve the issue
1) move the jobCategories method to the SessionManager
2) [or] move the jobCategories method to the "light weight" MonitoringSession
3) [or] add the jobCategories method to the ReservationSession
