Alan will confirm with Wolfgang Z. that this has AD oversight and approval, then this will go to public comment. Note that the boilerplate (copyright etc.) needs updating to the current standard; please do this prior to public comment.

There are some formatting issues in the document that should be fixed before it will go to the public comment:
- On the title page there is a to item (FIXME: run job only supports interactive jobs.)
- From page 9 on the little header on top of the page remains "Intellectual Property Issues" despite the
contents on the following pages is the normative python binding
- some of the references to citations are not resolved and appear as
- The copyright notice on the title page needs to be updated to the last version and regarding the date
- The copyright notice on page 10 needs to be updated as well

Per our telecon this past week, I think we already decided this
was ready for public comment if Wolfgang agrees. Is that right?
Wolfgang has now agreed. Unless it needs another standards
council discussion, I think it could go to 60-day public comment.
