create markup-free pdf, and put schema online, apply new boiler plate, then sync with GFSG, then to public comment.

This is approved for 60-day (proposed recommendation) public comment. Andre will push it to OGF.org and I will announce. Andre will accept the tracked changes in Word prior to doing that. The template from section 7 on needs to be replaced with the latest version, prior to public comment.
We would like to go ahead and make the schema available at schemas.ogf.org, co-incident with public comment. Andre can help with this, too.
