Description
The DFDL Spec already says that choiceDispatchKey cannot evaluate to empty string.
The clarification is just to stipulate the kind of error this is.
The language should be changed to match the language used for dfdl:separator:
"It is a Schema Definition Error if the expression returns an empty string."
