The document missed some of the standard sections (security considerations, IPR, author info). I added the sections, but some need to be filled out. I am not sure how I / we missed that before, sorry for that...

For some reason, my microsoft office does not allow me to premanently change the document header, neither on title page nor the other pages. It always changes back when I export to PDF... I do not know my way around office very well, sorry for that -- but could one of you guys please update the headers and export to PDF? Otherwise all is done, and the doc is published, and can be announced -- I'll update the pdf as soon as I get one...
