Editorial: Section 13.17 should be combined into the prior section

13.17 Properties for Element Defaults Control
There is only one property described in this section, and it is dfdl:useNilForDefault. I suggest this section be combined into the section previous on nillable elements. There is a separate section (9.4) describing Element Defaults.
