Hello Thijs,
could you please run the doc through latex again, to fix table of contents and section references? Also, you may want to add a \newpage before Section 7 'Contributors', and possibly before Section 3 'OCCI JSON Rendering and 5 'Detailed Examples' (sorry for nitpicking And Ralf's affiliation is missing in the header.
Otherwise this looks good to me for public comment, and we should be able to advance it at the next GFSG call (once you updated the PDF).

Let's try to resolve this (Thijs please work with Andre to fix the formatting problems and other issues noted), so we can get this moved into public comment at OGF 39.
