NOTE: the document was developed in open office. This version is a fairly good port to the doc format but one or two things (namely references) are a bit broken. If people wish to modify and update this document, it is recommended they do so with the Open Office (odt) document as it preserves things a little better. It is also what the lead author will use to integrate changes back into the original document.
